    How to choose your states

The fee is the smallest cost of a new state. Your time, your leads and your carriers matter more. Ask three questions, in this order:

    1. Is there demand? Do you have leads, referrals, family or clients there? License where the business is.
    2. Can you write there? Check that your carriers offer your products in that state.
    3. Is the price right for the reach? When two states fit, pick the one that puts more people within reach for the money.

    Demand decides. Dollars break ties.

How to get a nonresident license through NIPR

    1. 1.
Check your home license. It has to be active, and a nonresident license can only include lines you hold at home. Want Health in every state? Add it to your home license first. Have your NPN (National Producer Number) ready. Find your NPN
    2. 2.
Sign in to NIPR's LicenseHub. Sign in as an individual with your NPN or Social Security number and your date of birth. Open LicenseHub
    3. 3.
Start the application. Choose Producer, then Initial, then Non-Resident. Pick the state, then your lines: Life, plus Accident & Health if you hold it. Each state is its own application.
    4. 4.
Confirm your details. Check your addresses, contact information and five years of work history, then answer the background questions. If you answer yes to any, you'll upload supporting documents through NIPR after you submit.
    5. 5.
Pay and submit. Pay the state fee plus NIPR's $5.60 by card or electronic check. Fees aren't refunded, so double-check the state and lines before you pay.
    6. 6.
Watch your email. Most states review applications in 7 to 10 days. Once your license is issued, you can print it from the state's licensing site.
    7. 7.
Get appointed before you sell. Make sure your carriers have appointed you in the state before you write business there.
    8. 8.
Keep it active. Renew through NIPR before it expires. Most states open renewals 60 to 120 days ahead, and most accept your home state's continuing education for nonresident licenses.

    How we calculate this

To get it is the state's fee for a new nonresident producer license plus NIPR's $5.60 transaction fee. Applying through a different platform can add that platform's fees.

To keep it is the state's renewal fee plus NIPR's $5.60, divided by the years between renewals.

People are Census Bureau population estimates for July 1, 2025.

Per million people is the cost to get licensed divided by the state's population in millions. Lower means more reach for your money.

Value: big states have 5 million people or more; a low fee is $100 or less, all in.

Some states charge nonresidents more, based on what their home state charges. Pick your home state to apply those fees. Where a state doesn't publish a table, we estimate and mark the fee "est."

A few states ask nonresidents for fingerprints, sometimes only from certain home states. When yours does, To get it includes that fee. The site that takes your prints may charge a little extra.

Fees and rules change. Check the state's NIPR page before you pay. Last checked November 2026.
